Charles Albert "Dutch" Ruppersberger III (/ˈrpərsbɜːrɡər/ ROO-pərss-bur-gər; born January 31, 1946) is an American lawyer and politician. He was the U.S. representative for Maryland's 2nd congressional district from 2003 to 2025. He is a member of the Democratic Party.

He was an assistant state attorney of Maryland from 1972 to 1980, a Baltimore County councilman from 1985 to 1994, and Baltimore County Executive from 1994 until 2002.

Ruppersberger announced in January 2024 that he would retire from congress.[1]
