Admiral Henrique Eduardo Passaláqua de Gouveia e Melo (pt; born 21 November 1960) is a retired Portuguese Navy officer and politician. He was the Chief of the Naval Staff, from 2021 to 2024. He was known for his role during the COVID-19 pandemic in Portugal.[1]
In May 2025, he announced his campaign for president in the 2026 election.[2]
