José Luís Pereira Carneiro (born 4 October 1971) is a Portuguese politician who has been the Secretary-General of the Socialist Party since 2025. He is a member the Socialist Party. He was Minister of Internal Administration from 2022 to 2024.[1] In 2022, he became member of the Assembly of the Republic.

After António Costa resigned as the Prime Minister of Portugal in 2023, Carneiro was a candidate for the leadership of the Socialist Party.[2] He lost the leadership election to Pedro Nuno Santos.[3]

Carneiro was seen as a possible candidate for President of Portugal in the 2026 election, but he declined to run.[4]

After Santos resigned as Socialist Party leader, Carneiro announced his second leadership candidacy in May 2025.[5] Being the only leadership candidate, he won the election unopposed with 95% of the vote in June 2025.[6]
