Kevin Jeffery Lincoln II (born October 28, 1980) is an American politician and pastor who was the mayor of Stockton, California from 2021 to 2025.
Kevin Jeffery Lincoln was born October 28, 1980,[1] in San Joaquin County, and raised in Stockton.[2][3] His mother was of Mexican descent and his father was African American.[2][3]

Voters chose Lincoln, a 40-year-old Republican who is Latino and Black. He was born and raised in Stockton but left to join the Marines in 2001.

Tubbs is Black and Lincoln is biracial, whose mother is Mexican and his father is Black, and so Stockton as one of the most diverse cities in the state will have two candidates of color running for mayor.
