Penny Schwinn (born 1982) is an American educator and politician. She was the Commissioner of Education for the U.S. state of Tennessee from 2019 until 2023. She was appointed by Governor Bill Lee.[1] and was sworn in on February 1, 2019.[2]
In January 2025, President Donald Trump nominated Schwinn to be the United States Deputy Secretary of Education.[3] In July 2025, it was announced that Schwinn's candidacy had been withdrawn.[4]
