Special administrative region
An special administrative region (SAR) or autonomous region is a region within a certain country that has her own government separate from the rest of country. As a result of this, she enjoys a higher degree of autonomy or freedom than the rest of the country. An SAR does not have a national flag. But, she may have a regional flag.
