Morgan ran as the Welsh Labour's nominee to become the First Secretary for Wales. He lost to the Secretary of State for Wales, Ron Davies. Davies then resigned after an alleged sex scandal. Morgan then ran again for the position. Many people thought that his opponent, Alun Michael, may not want the position.[2]
Michael became the First Secretary but resigned a year later. Morgan, who was the Minister for Economic Development under Michael,[3] became Labour's nomination for First Secretary. He was elected February 2000. He became the First Minister on 16 October 2000.[4]
On 1 May 2003, Morgan was re-elected in the Assembly elections.
In July 2005, Morgan said he would lead his party in the 2007 election, but he would retire in 2009.[5] On his 70th birthday (29 September) he said he would retire 8 December 2009.[6] On 1 December 2009, Carwyn Jones[7] became the new First Minister.
